The investment will\u00a0brings together international political decision-makers, investors and Tunisia\u2019s economic partners on 29 and 30 November 2016 in Tunis. This article\u00a0originally published on October 23rd and analyzing \u00a058 projects, have been updated today to include to whole list of 141 projects in the French section of the conference&#8217;s website.<\/p>\n<p>To get a better overview of the 141\u00a0projects that are actually listed on the official conference website,\u00a0I have shared an open version of the projects lists that you can download in CSV format, notice that encoding is UTF-8 :<\/p>\n<p><strong>CSV Projects&#8217;s data 5-12-2016 (FR, EN and AR)<\/strong> <\/p>\n<p><!--more--><\/p>\n<p><strong>Analyzing Tunisia 2020\u00a0projects<\/strong><\/p>\n<p>Now by analyzing data we can see that most of the projects are in the public sector with 46%, with a very noticeable increase in the private sector and PPP which represent respectively\u00a030% and 24%.\u00a0 We&#8217;ll have a look with more details on the private and public sectors projects.<\/p>\n<p>However if 24% of the projects are in the PPP sector, we should ask\u00a0the question does\u00a0do Tunisia have at least one successful case study of PPP projects ? Whether it was with the new or old legislation&#8230; ?<\/p>\n<p><iframe loading=\"lazy\" width=\"600\" height=\"371\" seamless=\"\" frameborder=\"0\" scrolling=\"no\" src=\"https:\/\/docs.google.com\/spreadsheets\/d\/1fLMiSWSPdw3r-mipiwoNuTUMmypJRFQ2m-CSYGp9n9Q\/pubchart?oid=497333905&amp;format=interactive\"><\/iframe><\/p>\n<p>If we count the number of project by sector we will notice that most of the projects are in the Transportation which represent about 16% with 23 projects and\u00a0total investment of 4599M\u20ac, so there is only one project which have been added since October 23rd. Followed by Agriculture with 19 projects and only 677M\u20ac and we notice that these projects have been recently added. Energy and Environment with respectively 17 and 10\u00a0projects each one, but\u00a0valued at 4576M\u20ac and 544M\u20ac. Which is quiet strange as previously there was 5 projects only in environment with 596M\u20ac !<\/p>\n<p>However the second highest investment value is not in the Environment\u00a0or the agriculture\u00a0as the highest valuable projects are in the Energy\u00a0with 4576M\u20ac, followed by the TIC\u00a0activity area with 3314M\u20ac and only five projects.<\/p>\n<p><iframe loading=\"lazy\" width=\"600\" height=\"371\" src=\"https:\/\/docs.google.com\/spreadsheets\/d\/e\/2PACX-1vRqrnVcOgImgt5EIST7iRvRwgs-eFjKb4rUoHmaIhs32j7mm8ywuAMpmbRS0BdAz5gRlqoOGD9-p4kf\/pubchart?oid=1775831673&amp;format=interactive\"><\/iframe><\/p>\n<p><iframe loading=\"lazy\" width=\"600\" height=\"371\" seamless=\"\" frameborder=\"0\" scrolling=\"no\" src=\"https:\/\/docs.google.com\/spreadsheets\/d\/1fLMiSWSPdw3r-mipiwoNuTUMmypJRFQ2m-CSYGp9n9Q\/pubchart?oid=871530428&amp;format=interactive\"><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p>Now if we look by tendering Authority we&#8217;ll notice that most authorities have one project only which is good, more than one project could be justified&#8230; However seeing entities\u00a0having more than 8\u00a0projects that&#8217;s too much in my humble opinion.<\/p>\n<p><iframe loading=\"lazy\" width=\"600\" height=\"371\" seamless=\"\" frameborder=\"0\" scrolling=\"no\" src=\"https:\/\/docs.google.com\/spreadsheets\/d\/1fLMiSWSPdw3r-mipiwoNuTUMmypJRFQ2m-CSYGp9n9Q\/pubchart?oid=1347779062&amp;format=interactive\"><\/iframe><\/p>\n<p>The 4\u00a0authorities that have 40% of the projects are :<\/p>\n<ul>\n<li>Minist\u00e8re de l\u2019Equipement, de l\u2019Habitat et de l\u2019Am\u00e9nagement du Territoire (13 projects 3457M\u20ac)<\/li>\n<li>Soci\u00e9t\u00e9 Tunisienne d&#8217;Electricit\u00e9 et du Gaz (9 projects 2360M\u20ac)<\/li>\n<li>Soci\u00e9t\u00e9 Nationale des Chemins de Fer Tunisiens (8 projects 703M\u20ac)<\/li>\n<li>Minist\u00e8re de sant\u00e9\u00a0(6 projects 616M\u20ac)<\/li>\n<\/ul>\n<p><strong>Impact of Tunisia 2020<\/strong><\/p>\n<p>What are the impact of these projects ? I&#8217;m not going in details to analyse impact, however if we have a look on the word cloud of text impact we&#8217;ll notice that : Improvement and Enhancement are the most redundant words. Only &#8220;Transport&#8221; appeared in the top ten keywords which is obvious since 38% of the projects are in the Transportation.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-5354 size-full\" src=\"https:\/\/i0.wp.com\/www.hbyconsultancy.com\/wp-content\/uploads\/2016\/10\/impact-wordcloud-e1477294151356.png?resize=600%2C450\" width=\"600\" height=\"450\" data-recalc-dims=\"1\" \/><\/p>\n<p><em><strong>keyword (weight)<\/strong><\/em><br \/>\nAm\u00e9lioration (41)<br \/>\nRenforcement (39)<br \/>\nD\u00e9veloppement (18)<br \/>\nR\u00e9duction (16)<br \/>\nGouvernorats (14)<br \/>\nL\u2019attractivit\u00e9 (13)<br \/>\nTransport (13)<br \/>\nAppui (13)<br \/>\nD\u00e9veloppement (12)<br \/>\nConnectivit\u00e9 (12)<\/p>\n<p><strong>Financial Arrangement<\/strong><\/p>\n<p>In term of financial arrangement all the projects will be financed by public funds, however the English translation is not really accurate since in the French section it&#8217;s mentioned that\u00a0&#8220;The project will be implemented by the state on foreign credit&#8221;. So overall it&#8217;s all credits, and there are already many candidates :<\/p>\n<p><em><strong>Institution (Project)<\/strong><\/em><br \/>\nWorld Bank\u00a0(2)<br \/>\nAFD (2)<br \/>\nEU (2+1 donation)<br \/>\nBEI (3)<br \/>\nKFW (2)<br \/>\nFKD (1)<br \/>\nADB (1)<\/p>\n<p>Overall 11 projects have already found investors for its totality or part of it. Four projects will be financed by private operators, 8 in PPP, while the rest 60% are still looking for investors. Which looks great so far !<\/p>\n<p><strong>Few issues to clarify<\/strong><\/p>\n<p>Unfortunately I didn&#8217;t had the time to go through all the projects one by one, however it happens that one of the projects that is actually listed on the website is a work in progress. The project titled &#8220;<a href=\"http:\/\/tunisia2020.com\/projet\/strategie-de-developpement-de-ladministration-electronique\/\">Strat\u00e9gie de d\u00e9veloppement de l&#8217;administration \u00e9lectronique<\/a>&#8221; which is actually on going, the second group of companies in this <a href=\"http:\/\/www.tunisie.gov.tn\/index.php?option=com_content&amp;task=view&amp;id=2166&amp;Itemid=556&amp;lang=french\">page<\/a> won the tender and it&#8217;s financed by the <a href=\"http:\/\/www.afdb.org\/en\/projects-and-operations\/project-portfolio\/project\/p-tn-g00-001\/\">ADB<\/a>.
